Cabinet replacement in the same footprint is exempt finish work statewide under CRC R105.2. The authority only matters when the job also moves plumbing, gas or electrical.
Nipomo is the one people get wrong. It is ten minutes from Santa Maria, most of its residents shop there, and it feels like part of the same town, but the Santa Maria River between them is the Santa Barbara and San Luis Obispo county line. If a Nipomo job needs a permit, it goes north.
